- 其他跨省、跨县江河的流域水污染防治规划，根据国家确定的重要江河的流域水污染防治规划和本地实际情况，由省级以上人民政府环境保护部门会同水利管理部门等有关部门和有关地方人民政府编制，报国务院或者省级人民政府批准。跨县不跨省的其他江河的流域水污染防治规划由该省级人民政府报国务院备案。 Plans for preventing and controlling water pollution of basins of other rivers that run across provinces or counties shall be formulated, in line with the plans for preventing and controlling water pollution of basins of major rivers, designated as such by the State, and in light of actual local conditions, by the environmental protection departments of the people's governments at or above the provincial level, together with the water conservancy administration departments and other departments concerned as well as the relevant local people's governments, and shall be submitted to the State Council or the people's governments at the provincial level for approval. Plans for preventing and controlling water pollution of basins of other rivers that run across counties but not provinces shall be submitted by the people's government of the province concerned to the State Council for the record.
- 经批准的水污染防治规划是防治水污染的基本依据，规划的修订须经原批准机关的批准。 Plans for preventing and controlling water pollution, once approved, shall serve as the essential basis for prevention and control of water pollution, and any modification of such plans shall be subject to approval of the original departments that approved the plans.
- 编制气象设施建设规划，应当遵循合理布局、有效利用、兼顾当前与长远需要的原则，避免重复建设。 Plans for the construction of meteorological facilities shall be drawn up in conformity with the principles of a reasonable layout, efficient utilization, and full consideration of both immediate and future needs, so as to avoid duplicated construction.
- 前款规定以外的其他服军官预备役的人员，其职务等级的确定依照下列规定的权限批准： Post grades for persons who are other than those referred to in the preceding paragraph and who serve in the reserve of officers shall be determined with the approval of the authorities prescribed below:

- 锅炉新产品定型前，其初始排放烟尘浓度和烟气黑度标准及其测验数据资料，应当报省辖市级以上人民政府环境保护部门备案。 Prior to the establishment of a new boiler product, The standards of smoke concentration and blackness for its initial discharge, and data on their testing should be filed with environmental protection authorities of cities under the jurisdiction of provincial People's Governments.
- 产品生产者、销售者、使用者应当按照国家有关规定对可以回收利用的产品包装物和容器等回收利用。 Producers, sellers and users of products shall, in accordance with the relevant State regulations, recycle the packaging materials and containers of products that can be recycled.
- 生产者、销售者、进口者或者使用者必须在国务院经济综合主管部门会同国务院有关部门规定的期限内分别停止生产、销售、进口或者使用列入前款规定的名录中的设备。 Producers, sellers, importers or users must stop producing, selling, importing or using the equipment included in the list stipulated in the preceding paragraph within the period of time specified by the competent department in charge of comprehensive administration of economic affairs in conjunction with other relevant departments under the State Council.
- 生产者、销售者、进口者或者使用者必须在国务院经济综合主管部门会同国务院有关部门规定的期限内分别停止生产、销售、进口或者使用列入前款规定的名录中的设备。 Producers, sellers, importers or users shall stop the production, sale, importation or use of the equipment listed in the catalog as mentioned in the preceding paragraph. This must be done within the time limit prescribed by the competent department for comprehensive economic and trade affairs under the State Council in conjunction with the relevant departments under the State Council.

- 各级保护区应当有明确的地理界线。 Protection zones of all grades shall be indicated by clear geographic demarcations.
- 护堤护岸林木，不得任意砍伐。 Protective trees along banks and embankments shall not be felled without authorization.
- 海水的开发、利用、保护和管理，另行规定。 Provisions for the development, utilization, protection and management of sea water shall be stipulated separately.
- 公安机关负责再生资源回收的治安管理。 Public security organs are in charge of management of public security of renewable resources recovery.
- 各级公安、交通、铁道、渔业等管理部门根据各自的职责，对机动车船排气污染防治实施监督管理。 Public security, transportation, railway, fishery, and other such administrative authorities in line with their respective responsibilities shall exercise supervision and management of the prevention over exhaust pollution by motor vehicles and vessels.
- 收购牲畜应当按指定的路线赶运和放牧，不得与牧民争用牧场和水源。 Purchasers of domestic animals shall drive and graze them along designated routes and may not contend with herdsmen over grazing grounds or water resources.
- 已建成投入生产或者使用的超过排放标准的项目，应当进行净化处理； Purification treatment should be effected by projects whose discharges prescribed standards, and which have already gone into operation, or been put to use;
