- 二、 试点企业应具备煤层气开采能力和一定的对外合作经验，遵章守法，资金充足，具有一定范围且包括拟对外合作区块的煤层气矿业权或煤炭矿业权。 2. Pilot enterprises shall fairly boast the capacity of coal-bed methane exploitation and some experience of cooperation with foreign enterprises. Good records of law-abiding, sufficient capital and coal-bed methane mining right or coal mining right in a certain area including those within the cooperation plan shall be essential prerequisites.
- 四、 试点企业应在国务院批准的区域范围内开展对外合作，审批程序按照现行有关规定办理。 4. Pilot enterprises shall develop foreign cooperation within the region designated by the State Council. Examination and approval procedures shall proceed in accordance with the current regulations concerned.

- 各地人民政府和国务院有关部门不得随意调整或改变国家级自然保护区的性质、范围、界线，如确需调整或改变的，须报国务院审定。 People’s governments of the localities and the departments concerned under the State Council shall not adjust or change at will the nature, range and boundary lines of national nature reserves. In case adjustments and changes are indeed necessary, a submission shall be filed to the State Council for examination and finalization.
