- （三）外资等于或者超过50％的中外联合建设项目；及外资少于50％，但因技术困难而不能由中国建筑企业独立实施，经省、自治区、直辖市人民政府建设行政主管部门批准的中外联合建设项目； (3) Sino-foreign jointly constructed projects where the foreign investment is equal to or greater than 50%; Sino-foreign jointly constructed projects where the foreign investment is less than 50% but which Chinese construction enterprises cannot undertake independently due to technical difficulties subject to the approval of the construction administration departments of the people’s government of provinces, or autonomous regions or directly administered municipalities;

- （二） 切实加强重大基础设施和基础产业的科学规划。 ?(2) Scientific planning of major infrastructure projects and basic industries shall be conscientiously strengthened.
- （二十二） 加强对节约集约用地工作的监管。 ?(22) Supervision of economical and intensive land use shall be strengthened.
- 四、 强化农村土地管理，稳步推进农村集体建设用地节约集约利用 ?4. Strengthening rural land administration and promote economical and intensive utilization of the land used for construction of rural collective organizations steadily.
- 五、 加强监督检查，全面落实节约集约用地责任 ?5. Strengthening supervision and inspection and fulfilling responsibility of economical and intensive land use completely
- 要采取先进节地技术、降低路基高度、提高桥隧比例等措施，降低公路、铁路等基础设施工程用地和取弃土用地标准。 ?Several measures like adopting advanced land-saving techniques, reducing the height of sub-grade and increasing bridge and tunnel ratio are required to take to reduce the land-use standards of highway, railroad, other infrastructure facilities and soil excavating and disusing project.
- 凡土地利用评估达到要求并通过国家审核公告的开发区，确需扩区的，可以申请整合依法依规设立的开发区，或者利用符合规划的现有建设用地扩区。 ?Should the development zone, which has met the requirement of the evaluation of land utilization and past the survey of nation, need to be expanded, it may apply for combining with the development zones which is established according to laws and regulations or occupy the existing land for construction purposes which conform to the plans.
- 不符合法定收回条件的，也应采取改变用途、等价置换、安排临时使用、纳入政府储备等途径及时处置、充分利用。 ?Should the land doesn't conform to the legal condition of taking back, measures like changing use, equivalent replacement, arranging temporarily use and bringing into governmental reserve and so on shall be taken to handle the idle land plots and make full use of it.
- 除可以继续划拨使用的以外，经依法批准由原土地使用者自行开发的，按市场价补缴土地价款。 ?Should the original land users have been approved, according to law, to develop the land on their owns, the lease fees for land use may be collected according to market price, except for the land allocated by the state can be continuously used.
- 未按合同约定缴清全部土地价款的，不得发放土地证书，也不得按土地价款缴纳比例分割发放土地证书。 ?Should the price of land have not been paid in full according to the contract land use certificate shall not be issued. Land use certificate shall not be issued partly according to the proportion of the land price which has been paid.
- 凡与土地使用标准不一致的建设标准和设计规范，要及时修订。 ?Should the standards of construction and design criterion fail to conform to the standards of land use, the standards of construction and design criterion shall be revised timely.
- 要将企业违法用地、闲置土地等信息纳入有关部门信用信息基础数据库。 ?Such information as about the illegal utilization of land by enterprises, idle land and other information shall be incorporated into the basic information database of relevant departments.

- 未按合同规定的期限和条件开发、利用土地的，市、县人民政府土地管理部门应当予以纠正，并根据情节可以给予警告、罚款直至无偿收回土地使用权的处罚。 Should any land user fail to develop and utilize the land in accordance with the period of time specified in the contract and the conditions therein, the land administration departments under the people's governments at the municipal and county levels shall make corrections and, in light of the seriousness of the case, give such penalties as a warning, a fine or , in an extreme case, with drawing the right to the use of the land without compensation.
- 自本法施行之日起，新增建设用地的土地有偿使用费，百分之三十上缴中央财政，百分之七十留给有关地方人民政府，都专项用于耕地开发。 Starting from the date when this law comes into effect, 30% of the land compensation fees for new construction land shall be handed over to the central finance, with the rest 70% to be retained by related local people's governments, for the development of land for cultivation.
- 土地管理监督检查人员应当熟悉土地管理法律、法规，忠于职守、秉公执法。 Supervising personnel in such a regard should be well acknowledged with the land administrative law and decrees, loyal to their duties and justice in enforcement of the law.
