- 第六十六条 仲裁庭有权在裁决书中决定败诉方应当补偿胜诉方因为办理案件所支出的合理费用,但补偿金额最多不得超过胜诉方胜诉金额的10%。 Article 66 The arbitration tribunal has the power to decide in the award that the losing party shall pay the winning party as compensation a proportion of the expenses reasonably incurred by the winning party in dealing with the case. The amount of such compensation shall not in any case exceed 10% of the total amount awarded to the winning party.
- 第六十六条 依照本法第五十九条规定受让收费权或者由国内外经济组织投资建成经营的公路的养护工作，由各该公路经营企业负责。各该公路经营企业在经营期间应当按照国务院交通主管部门规定的技术规范和操作规程做好对公路的养护工作。在受让收费权的期限届满，或者经营期限届满时，公路应当处于良好的技术状态。 Article 66 The maintenance of roads whose toll collection rights have been transferred according to the provisions of Article 59 of this law or jointly invested and built by domestic of foreign economic organizations should be undertaken by enterprises that jointly manage the roads. The afore-said road management organizations, during their management of the roads, should do well to maintain the roads according to the technical standards and operational procedures prescribed by the transportation department under the State Council. The roads should remain in a sound technical state when the term for toll collection right transfer or operation expires.
- 第六十六条托运人托运货物，应当妥善包装，并向承运人保证，货物装船时所提供的货物的品名、标志、包数或者件数、重量或者体积的正确性；由于装不良或者上述资料不正确，对承运人造成损失的，托运人应当负赔偿责任。 Article 66 The shipper shall have the goods properly packed and shall guarantee the accuracy of the description, mark, number of packages or pieces, weight or quantity of the goods at the time of shipment and shall indemnity the carrier against any loss resulting from inadequacy of packing or inaccuracies in the abovementioned information.
- 第六十七条民用机场管理机构应当依照环境保护法律、行政法规的规定，做好机场环境保护工作。 Article 67 A civil airport administrative organ shall protect well the environment of the civil airport in accordance with the provisions of the laws and administrative rules and regulations concerning environmental protection.
- 第六十七条违反本法规定，尚不够刑事处罚，应当给予治安管理处罚的，依照治安管理处罚条例的规定处罚。 Article 67 Any person who commits an act in violation of this Law that is not serious enough to be subjected to criminal sanction but is subject to punishment in terms of public security control shall be punished in accordance with relevant provisions of the Regulations on Administrative Penalties for Public Security.
- 第六十七条 在收费公路上从事本法第四十四条第二款、第四十五条、第四十八条、第五十条所列活动的，除依照各该条的规定办理外，给公路经营企业造成损失的，应当给予相应的补偿。 Article 67 If activities on toll roads listed in the second paragraph of Article 44, Article 45, Article 48 and Article 50 of this law have caused damages to road management organizations, corresponding compensation should be made in addition to undertakings prescribed in this article.
- 第六十七条 裁决是终局的,对双方当事人均有约束力。任何一方当事人均不得就已裁决事项向法院起诉,也不得向任何机构提出变更裁决的请求。 Article 67 The award is final and binding upon both disputing parties. Neither party may bring a suit before a court of law or make a request to any other organization for revising the award.
- 第六十七条托运人应当及时向港口、海关、检疫、检验和其他主管机关办理货物运输所需要的各项手续，并将已办理各项手续的单证送交承运人； Article 67 The shipper shall perform all necessary procedures at the port, customs, quarantine, inspection or other competent authorities with respect to the shipment of the goods and shall furnish to the carrier all relevant documents concerning the procedures the shipper has gone through.

- 第六十八条民用航空器使用民用机场及其助航设施的，应当缴纳使用费、服务费；使用费、服务费的收费标准，由国务院民用航空主管部门会同国务院财政部门、物价主管部门制定。 Article 68 A user's charge and a service charge shall be paid for the use of civil airport and its navaid by a civil aircraft; the rates of user's charge and service charge shall be formulated jointly by the competent civil aviation authority under the State Council and the finance department and the competent authority of prices under the State Council.
- 第六十八条海事法院接受申请后，应当在四十八小时内作出裁定。 Article 68 After accepting the application, a maritime court shall make an order within 48 hours.
- 第六十八条擅自在铁路线路上铺设平交道口、人行过道的，由铁路公安机关或者地方公安机关责令限期拆除，可以并处罚款。 Article 68 Any person or unit that sets up a level crossing or pedestrian cross-walk over a railway track without proper authorization shall be ordered to remove the same within a time limit and may concurrently be imposed a fine by the relevant railway public security organ or the relevant local public security authority.
- 第六十八条托运人托运危险货物，应当依照有关海上危险货物运输的规定，妥善包装，作出危险品标志和标签，并将其正式名称和性质以及应当采取的防危害措施书面通知承运人； Article 68 At the time of shipment of dangerous goods, the shipper shall, in compliance with the regulations governing the carriage of such goods, have them properly packed, distinctly marked and labelled and notify the carrier in writing of their proper description, nature and the precautions to be taken.
- 第六十八条 任何一方当事人均可以在收到裁决书之日起30天内就裁决书中的书写、打印、计算上的错误或其他类似性质的错误,书面申请仲裁庭作出更正;如确有错误,仲裁庭应在收到书面申请之日起30天内作出书面更正,仲裁庭也可以在发出裁决书之日起30天内自行以书面形式作出更正。该书面更正构成裁决书的一部分。 Article 68 Either party may request in writing that a correction be made to the writing, typing, calculating and similar errors contained in the award within 30 days from the date of receipt of the award; if there is really an error in the award, the arbitration tribunal shall make a correction in writing within 30 days form the date of receipt of the written request for correction. The arbitration tribunal may by itself make a correction in writing within 30 days from the date on which the award is issued. The correction in writing forms a part of the award.
- 第六十八条 收费公路的具体管理办法，由国务院依照本法制定。 Article 68 The specific methods for operating toll roads shall be formulated by the State Council according to the provisions of this law.
- 第六十九条铁路运输企业违反本法规定，多收运费、票款或者旅客、货物运输杂费的，必须将多收的费用退还付款人，无法退还的上缴国库。将多收的费用据为己有或者侵吞私分的，依照关于惩治贪污罪贿赂罪的补充规定第一条、第二条的规定追究刑事责任。 Article 69 Any railway transport enterprise which, in violation of relevant provisions stipulated in this Law, has collected more than is due in respect of transport tariff, ticket fare or miscellaneous charges for passenger or goods transport must refund the amount overcharged to the relevant payor or turn over the unrefundable amount to the State treasury. Any person who seizes on the amount overcharged as his or her own, or any persons who embezzle or divide the amount overcharged among themselves shall be investigated for criminal responsibility in accordance with the provisions of Article 1 and Article 2 of the Supplementary Provisions Concerning the Punishment of Crimes of Embezzlement and Bribery.
- 第六十九条 交通主管部门、公路管理机构依法对有关公路的法律、法规执行情况进行监督检查。 Article 69 Departments in charge of transportation and highway administrative organizations shall exercise supervision and checking on the implementation of laws and regulations concerning highways.
- 第六十九条当事人对裁定不服的，可以在收到裁定书之日起五日内申请复议一次。 Article 69 If a party is not satisfied with the order, he may apply for reconsideration once within five days of the date of receiving the written order.
- 第六十九条 裁决有漏裁事项的，任何一方当事人均可以在收到裁决书之日起30天内，以书面形式请求仲裁庭就裁决中漏裁的仲裁事项作出补充裁决；确有漏裁事项的，仲裁庭应在收到上述书面申请之日起30天内作出补充裁决,仲裁庭也可以在发出仲裁裁决书之日起30天内自行作出补充裁决。补充裁决构成原裁决书的一部分。 Article 69 In case anything that should be awarded has been omitted in the award, either of the parties may make a request in writing to the arbitration tribunal for an additional award within 30 days from the date on which the award is received. If something which shall be awarded is really omitted, the arbitration tribunal shall make an additional award within 30 days from the date of receipt of the request in writing for an additional award. The arbitration tribunal may by itself make an additional award within 30 days from the date on which the award is issued. The additional award forms a part of the award which has been previously issued.
- 第六十九条托运人应当按照约定向承运人支付运费。 Article 69 The shipper shall pay the freight to the carrier as agreed.
- 第六十九条民用机场废弃或者改作他用，民用机场管理机构应当依照国家规定办理报批手续。 Article 69 Where a civil airport is abandoned or used for other purposes, the civil airport administrative organ shall go through the formalities of reporting and approval in accordance with State regulations.
- 第六条 外航申请经营许可应当向民航局递交由该外航总部法定代表人或者经其书面授权的人员使用中文或者英文签发的申请书及其附带材料。 Article 6 Foreign airlines shall submit applications, which are issued in either Chinese or English by legal representatives of their head offices or someone with written authorization from the head offices, and the attachment to Civil Aviation Administration.
- 第七条下列民用航空器应当进行中华人民共和国国籍登记： Article 7 The following civil aircraft shall perform the nationality registration of the People's Republic of China:
- 第七条公民有权向民航公安机关举报预谋劫持、破坏民用航空器或者其他危害民用航空安全的行为。 Article 7 A citizen has the right to report to the civil aviation public security institute any premeditated seizure or destruction of civil aviation aircraft or any other acts that endanger civil aviation safety.
- 第七条 铺设施工完毕后，所有者应当将海底电缆、管道的路线图、位置表等说明资料报送主管机关备案，并抄送港监机关。 Article 7 After the completion of the engineering project, the owners shall submit all the explanatory data, such as the route chart and position chart of the submarine cables and pipelines, to the competent authorities for the record, and send duplicates to the harbour superintendence organs.
