- 自治州、县和市政府陆生野生动物管理工作的行政主管部门，由省、自治区、直辖市政府确定。 The departments in charge of the administration of terrestrial wildlife under the governments of autonomous prefectures, counties and municipalities shall be designated by the governments of provinces, autonomous regions or municipalities directly under the Central Government.
- 县级以上地方人民政府煤炭管理部门和有关部门依法负责本行政区域内煤炭行业的监督管理。 The departments in charge of the coal industry and other relevant departments under the local people's governments at or above the county level shall be responsible for supervision and administration of the coal industry in their own administrative regions according to law.
- 省、自治区、直辖市人民政府煤炭管理部门可以授权设区的市、自治州人民政府煤炭管理部门负责煤炭生产许可证的颁发管理工作。 The departments in charge of the coal industry under the people's governments of the provinces, autonomous regions and municipalities directly under the central Government may authorize the departments in charge of the coal industry of the cities divided into districts and autonomous prefectures to be responsible for the administration of the issue of coal production licenses.

- 省、自治区、直辖市政府林业行政主管部门主管本行政区域内陆生野生动物管理工作。 The departments of forestry administration under the governments of provinces, autonomous regions and municipalities directly under the Central Government shall be responsible for the administration of terrestrial wildlife in their respective areas.
- 县级以上地方人民政府水行政主管部门和其他有关部门，按照同级人民政府规定的职责分工，负责有关的水资源管理工作。 The departments of water administration and other relevant departments of the local people's governments at or above the county level shall be in charge of the administration of water resources related to them in accordance with the duties assigned to them by the people's governments at the corresponding level.
- 检查部门、机构应当为被检查的单位保守技术秘密和业务秘密。 The departments or institutions conducting such inspection shall keep confidential the technological and business secrets of the inspected units.
- 自然保护区的划定和管理，按照国务院有关规定办理。 The designation and administration of nature reserves shall be effected in accordance with the relevant provisions of the State Council.
- 矿山建设工程安全设施的设计必须有劳动行政主管部门参加审查。 The designs of safety facilities in mine construction projects must be examined with the participation of the competent department of labour administration.
- 本法所称破坏性地震，是指造成人员伤亡和财产损失的地震灾害。 The destructive earthquakes mentioned in this Law refer to earthquakes that cause casualties and property losses.
- 退出现役转服军官预备役的人员，其职务等级的确定依照现役军官相应职务等级的任免权限办理。 The determination of post grades for persons who have been released from active service and transferred to the reserve of officers shall be handled by the prescribed authorities as for officers in active service with corresponding post grades.
- 开发利用水资源和防治水害,应当全面规划、统筹兼顾、综合利用、讲求效益，发挥水资源的多种功能。 The development and utilization of water resources and the prevention and control of water disasters shall be carried out by comprehensive planning with all factors taken into consideration, and with emphasis on multipurpose use and on achieving maximum benefits so as to give full play to the multiple functions of water resources.
- 向大气排放转炉气、电石气、电炉法黄磷尾气、有机烃类尾气的，须报经当地环境保护行政主管部门批准。 The discharge into the atmosphere of converter gas, acetylene, yellow phosphoric tail gas engendered by the electric furnace process, and organic hydrocarbon tail gas must be reported to the local administrative department of environmental protection for approval.
- 严格限制向大气排放含有毒物质的废气和粉尘；确需排放的，必须经过净化处理，不超过规定的排放标准。 The discharge of toxic waste gas and dust into the atmosphere shall be strictly restricted. When such discharge is really necessary, the discharged gas or dust must undergo purification treatment.
- 被限期治理的企业事业单位必须按期完成治理任务。 The enterprise or institution must complete the task within the specified period of time.
- 前款规定的排污单位排放水污染物的种类、数量和浓度有重大改变的，应当及时申报；其水污染物处理设施必须保持正常使用，拆除或者闲置水污染物处理设施的，必须事先报经所在地的县级以上地方人民政府环境保护部门批准。 The enterprises and institutions mentioned in the preceding paragraph shall report without delay any substantial change in the categories, quantities or concentrations of the pollutants discharged. Their facilities for treating water pollutants must be kept in normal operation; when such facilities are to be dismantled or left idle, the matter must be reported in advance to the environmental protection department of the local people's government at or above the county level for approval.
- 有大气污染物总量控制任务的企业事业单位，必须按照核定的主要大气污染物排放总量和许可证规定的排放条件排放污染物。 The enterprises and institutions obliged to control their total emission of air pollutants must emit their pollutants according to the checked and approved standards for the total emission of major air pollutants and the conditions of emission provided by the license.
- ????建设项目的环境影响报告书，必须对建设项目产生的污染和对环境的影响作出评价，规定防治措施，经项目主管部门预审并依照规定的程序报环境保护行政主管部门批准。 The environmental impact statement on a construction project must assess the pollution the project is likely to produce and its impact on the environment and stipulate the preventive and curative measures; the statement shall, after initial examination by the authorities in charge of the construction project, be submitted by specified procedure to the competent department of environmental protection administration for approval.
- 环境影响报告书中，应当有该建设项目所在地单位和居民的意见。 The environmental impact statement shall include the comments and suggestions of the units and residents in the place where the construction project is located.

- 环境噪声监测机构应当按照国务院环境保护行政主管部门的规定报送环境噪声监测结果。 The environmental noise monitoring institutions shall, as required, submit reports on the environmental noise monitoring results to the competent administrative department for environmental protection under the State Council.
- 环境保护部门接到申报后，应当在一个月内予以批复，逾期不批复的，视为同意。 The environmental protection authorities in question should make their official, written reply within one month upon receipt of such submissions, and may be interpreted as agreement if no reply is given till after the exceeding of the time limit.
