- 本法所称综合规划是指开发利用水资源和防治水害的综合规划。 The comprehensive plans referred to in this Law mean those for the exploration of water resources and the prevention and control of water disasters.

- 省、自治区、直辖市人民政府煤炭工业主管部门负责前款规定以外的其他煤矿企业的煤炭生产许可证颁发管理工作。 The department in charge of coal industry of the people’s governments of provinces, autonomous regions and municipalities directly under the Central Government shall be responsible for the issue and management of coal production licenses with respect to other coal enterprises than those listed in the preceding paragraph.

Other relevant departments under the people's governments of provinces, autonomous regions and municipalities directly under the Central Government shall assist the departments in charge of geology and mineral resources at the corresponding levels in supervising and administering the exploration and mining of the mineral resources.
