- ??? 第十三条? 国务院矿产储量审批机构或者省、自治区、直辖市矿产储量审批机构负责审查批准供矿山建设设计使用的勘探报告，并在规定的期限内批复报送单位。勘探报告未经批准，不得作为矿山建设设计的依据。? Article 13 The department in charge of examination and approval of mineral reserves under the State Council or departments in charge of examination and approval of mineral reserves of provinces, autonomous regions and municipalities directly under the Central Government shall be responsible for the examination and approval of the prospecting reports to be used for mining construction designing and shall, within the prescribed time limit, give official replies to the units that submitted the reports. Unless it is approved, a prospecting report may not be used as the basis for mining construction designing.
- 第十三条探矿权、采矿权转让后，勘查许可证、采矿许可证的有效期限，为原勘查许可证、采矿许可证的有效期减去已经进行勘查、采矿的年限的剩余期限。 Article 13 The duration of validity of the exploration and survey permit or the mining permit upon the transfer of the mineral exploration right or mining right shall be the remaining time period of the duration of validity of the original mineral exploration permit or mining permit minus the year(s) during which exploration or mining has already been conducted.

- 第十三条 建设项目的环境影响报告书确定需要配套建设的固体废物污染环境防治设施，必须与主体工程同时设计、同时施工、同时投产使用。固体废物污染环境防治设施必须经原审批环境影响报告书的环境保护行政主管部门验收合格后，该建设项目方可投入生产或者使用。对固体废物污染环境防治设施的验收应当与对主体工程的验收同时进行。 Article 13 The necessary supporting installations for the prevention and control of environmental pollution by solid waste specified in the statement of the effect of the construction project must be designed, built and put into operation simultaneously with the main part of the project. The construction project may be put into production or use, only after the installations for the prevention and control of environmental pollution by solid waste are examined and considered up to standards by the competent administrative department of environmental protection that examined and approved the statement of environmental effect. The installations for the prevention and control of environmental pollution by solid waste must be checked and accepted at the same time as the main part of the project is checked and accepted.
- 第十三条 国务院有关行政主管部门可以根据需要批准设立节能、节水、废物再生利用等环境与资源保护方面的产品标志，并按照国家规定制定相应标准。 Article 13 The responsible administrative departments under the State Council may approve the establishment of a product labeling system in accordance with need in the fields of environmental and resource protection such as energy conservation, water conservation, waste reuse and recycling, and devise the relevant standards according to the national requirements.

The People's Republic of China exercises, in accordance with international law and other relevant laws and regulations of the People's Republic of China, the rights in its exclusive economic zone and on its continental shelf that are not provided for in this Law.

- 第十四条直接或者间接向水体排放污染物的企业事业单位，应当按照国务院环境保护部门的规定，向所在地的环境保护部门申报登记拥有的污染物排放设施、处理设施和在正常作业条件下排放污染物的种类、数量和浓度，并提供防治水污染方面的有关技术资料。 Article 14 Enterprises and institutions that discharge pollutants directly or indirectly into a water body shall, pursuant to the regulations of the environmental protection department under the State Council, report to and register with the local environmental protection department their existing facilities for discharging and treating pollutants, and the categories, quantities and concentrations of pollutants discharged under their normal operating conditions, and also provide to the same department technical information concerning prevention and control of water pollution.
- 第十四条 建设项目的环境噪声污染防治设施必须与主体工程同时设计、同时施工、同时投产使用。 Article 14 Facilities for prevention and control of environmental noise pollution must be designed, built and put into use simultaneously with the main part of a construction project.
- 第十四条因保护国家和地方重点保护野主动物，造成农作物或者其他损失的，由当地政府给予补偿。 Article 14 If the protection of wildlife under special state or local protection causes losses to crops or other losses, the local governments shall make compensation for them.

- 第十四条 畜禽遗传资源引进、输出审批表的有效期为6个月；需要延续的，申请人应当在有效期届满10个工作日前向原审批机关申请延续。延续期不得超过3个月。 Article 14 The application form of import and export of livestock or poultry genetic resource is available for 6 months. If the valid period needs extension, the applicant shall apply to the former examination and approval department for extension within 10 working days prior to expiration. The extended period shall not exceed 3 months.
