- 确因实施城市规划或者国家重点工程建设，需要迁移国家基准气候站、基本气象站的，应当报经国务院气象主管机构批准； Where it is definitely necessary to relocate any national reference climatological stations or basic synoptic stations for the implementation of city planning or the construction of key national projects, the matter shall be subject to approval by the competent meteorological department under the State Council.
- 确有必要关闭、闲置或者拆除的，必须经所在地县级以上地方人民政府环境保护行政主管部门核准，并采取措施，防止污染环境。 Where it is necessary to do so, prior verification and approval shall be obtained from the competent administrative department of environmental protection of the local people's government at or above the county level, and measures shall be taken to prevent environmental pollution.
- 需要迁移其他气象台站的，应当报经省、自治区、直辖市气象主管机构批准。 Where it is necessary to relocate other meteorological offices or stations, the matter shall be subject to approval by the competent meteorological department of a province, autonomous region or municipality directly under the Central Government.
- 法律法规和规章对进口可用作原料的固体废物、危险废物、报废汽车的回收管理另有规定的，从其规定。 Where it is otherwise provided in other laws and regulations in terms of the administration on recovery of imported solid wastes, hazard wastes and discarded automobiles, such provisions shall prevail.

- 确实无法避免造成危害的，建设单位应当事先征得国务院地震行政主管部门或者其授权的县级以上地方人民政府负责管理地震工作的部门或者机构的同意，并按照国务院的规定采取相应的措施后，方可建设。 Where it is truly impossible to avoid it, the unit concerned shall obtain approval of the competent administrative department for seismic work under the State Council or the administrative department or institution for seismic work under the local people's government at or above the county level authorized by the said department under the State Council and take the necessary measures as required by the State Council before it may start building, expanding or rebuilding the project.
- 未达到大气环境质量标准的大气污染防治重点城市，应当按照国务院或者国务院环境保护行政主管部门规定的期限，达到大气环境质量标准。 Where key cities for the control of air pollution do not meet the standards for the quality of the atmospheric environment, they shall endeavor to meet such standards within the time limit prescribed by the State Council or the administrative department of environmental protection under the State Council.
- 船舶装载运输油类或者有毒货物，必须采取防止溢流和渗漏的措施，防止货物落水造成水污染。 Where ships are being loaded with or transporting oils or toxic cargoes, measures must be taken against any spillage or leakage of the oils and against such cargoes from falling into water, in order to prevent water pollution.
- 经审查合格的，应当颁发煤炭生产许可证； Where the application is approved after examination, the agency shall issue a coal production license to the applicant;
- 经审查不合格的，不予颁发煤炭生产许可证，但是应当书面通知煤矿企业，并说明理由。 Where the application is not approved after examination, the coal production license shall not be issued, but the agency shall send a written notice to the applicant, and explain the reasons for disapproval.
- 因修建前款所列工程设施而扩建、改建、拆除或者损坏原有工程设施的，由后建工程的建设单位负担扩建、改建的费用和补偿损失的费用，但原有工程设施是违 章的除外。 Where the building of any of the structures or facilities referred to in the preceding paragraph requires the extension, modification, removal or destruction of the original structures or facilities, the unit constructing the new project shall bear the expenses for extension or modification and the expenses for the compensation of losses, unless the original structures or facilities were built in violation of the relevant regulations.
- 猎捕国家二级保护野生动物的，必须向省、自治区、直辖市政府野生动物行政主管部门申请待许猎捕证。 where the catching or hunting of wildlife under second class state protection is intended, the unit concerned must apply to the relevant department of wildlife administration under the government of a province, an autonomous region or a municipality directly under the Central Government for a special hunting and catching license.
- 省、自治区、直辖市人民政府制定机动车船大气污染物地方排放标准严于国家排放标准的，须报经国务院批准。 Where the local standards for the discharge of atmospheric pollutants by motor-driven vehicles and vessels established by the people's governments of provinces, autonomous regions and municipalities directly under the Central Government are more stringent than the national discharge standards, they shall be subject to the approval of the State Council.
- 省级以上人民政府依法决定由县级以上地方人民政府环境保护行政主管部门行使前款规定的行政处罚权的，从其决定。 Where the people's governments at or above the provincial level have decided according to law that the competent administrative departments for environmental protection of the local people's governments at or above the county level exercise the power of administrative penalty mentioned in the preceding paragraph, such decision shall be abided by.
- 煤矿企业的生产条件和安全条件发生变化，经核查不符合本法规定条件的，其煤炭生产许可证由发证机关予以吊销并公告。 Where the production and safety conditions of a coal mining enterprise have changed and through examination have been proved not meeting the requirements prescribed by this Law, the license-issuing authority shall revoke its coal production license and make it known to the public.
- 对荒山、荒沟、荒丘、荒滩水土流失的治理实行承包的，应当按照谁承包治理谁受益的原则，签订水土保持承包治理合同。 Where the rehabilitation of soil erosion on barren hills, waste valleys, barren hillocks or desolated beaches are contracted out, contracts for the rehabilitation of soil erosion shall be concluded according to the principle of the benefits derived there from to be enjoyed by the contractors for the rehabilitation.
- 因科学研究、驯养繁殖、展览等特殊情况，需要出售、收购、利用国家一级保护野生动物或者其产品的，必须经国务院野生动物行政主管部门或者其授权的单位批准； Where the sale, purchase or utilization of wildlife under first class state protection or the products thereof is necessary for scientific research, domestication and breeding, exhibition or other special purposes, the unit concerned must apply for approval by the department of wildlife administration under the State Council or by a unit authorized by the same department.
- 需要出售、收购、利用国家二级保护野生动物或者其产品的，必须经省、自治区、直辖市政府野生动物行政主管部门或者其授权的单位批准。 Where the sale, purchase or utilization of wildlife under second class state protection or the products thereof is necessary, the unit concerned must apply for approval by the department of wildlife administration under the government of the relevant province, autonomous region or municipality directly under the Central Government or by a unit authorized by the same department.
- 煤炭生产许可证的有效期限届满或者经批准开采范围内的煤炭资源已经枯竭的，其煤炭生产许可证由发证机关予以注销并公告。 Where the validity period of a coal production license expires or the coal resources within the limits of an approved mining area are exhausted, the license-issuing authority shall revoke the license and make it known to the public.
- 以原料利用为名，进口不能用作原料的固体废物的，依照前款规定处罚。? Whoever imports, under the pretext of using it as raw material, solid waste that cannot be used as such shall be punished in accordance with the provisions of the preceding paragraph.
- 拆除或者闲置环境噪声污染防治设施的，必须事先报经所在地的县级以上地方人民政府环境保护行政主管部门批准。 whoever intends to dismantle or leave idle such facilities must report the matter in advance to the competent administrative department for environmental protection of the local people's government at or above the county level for approval.
- 阻挠预备役军官参加军事训练、执行军事勤务，或者履行其他兵役义务的，由当地人民政府责令改正；拒不改正的，对直接责任人员依法给予行政处分。 Whoever obstructs reserve officers from participating in military training, carrying out military duties or performing other obligations of military service shall be ordered by the local people's government to make rectification, where no rectification is made, administrative sanctions shall be given according to law to the persons who are directly responsible for the case.
- 将淘汰的设备转让给他人使用的，由转让者所在地县级以上地方人民政府环境保护行政主管部门或者其他依法行使监督管理权的部门没收转让者的违法所得，并处违法所得两倍以下罚款。 Whoever transfers obsolete equipment to another person for use, the illegal earnings therefrom of the transferor shall be confiscated by the administrative department of environmental protection under the local people's government at or above the county level or any of the competent departments exercising the power of supervision and management. This will be in accordance with the law in the place where the transferor is located, and a fine of not more than twice the illegal earnings shall be imposed concurrently.
- 逃避海关监管，构成走私罪的，依法追究刑事责任。 Whoever tries to avoid the supervision and control of the Customs, if the act constitutes a crime of smuggling, shall be investigated for criminal responsibility according to law.
- 气象无线电专用频道和信道受国家保护，任何组织或者个人不得挤占和干扰。 Wireless frequencies and channels specified for meteorological use are protected by the State.No organizations or individuals may occupy or interfere with them.
