- （七）建设资金已经落实； (7) Funds of construction are available;
- 超过批准的数量占用土地，多占的土地以非法占用土地论处。 For an occupation of land in excess of the approved amount, part in excess shall be regarded as land illegally occupied.
- 拆迁私有居住房屋，除可以采取前款所列的安置方式外，还可以采取互换房屋产权的安置方式。 For demolition and re[] of privately-owned residential houses, in addition to the ways of resettlement mentioned in the preceding paragraph, resettlement may take the form of exchanging house titles.
- 拆迁居住房屋，拆迁人应当按照被拆除房屋的建筑面积和规定的补偿标准，给予居住房屋所有人补偿。 For demolition and re[] of residential houses, the demolished shall compensate the owner of the residential houses in accordance with the architectural area of the demolished houses and the stipulated standard amount of compensation.
- 两个以上不同资质等级的单位实行联合共同承包的，应当按照资质等级低的单位的业务许可范围承揽工程。 For joint contracting by two or more units with different levels of qualification, projects shall be contracted within the business scope of the contracting unit with the lower level of qualification.
- 超过省、自治区、直辖市规定的标准，多占的土地以非法占用土地论处。 For occupation of land in excess of the standards prescribed by the provinces, autonomous regions and municipalities, the land in excess of the standards shall be regarded as having been illegally occupied.
- 省、自治区、直辖市人民政府批准的道路、管线工程和大型基础设施建设项目、国务院批准的建设项目占用土地，涉及农用地转为建设用地的，由国务院批准。 For projects of roads, pipelines and large infrastructure approved by the people's governments of provinces, autonomous regions and municipalities, land for construction has to be approved by the State Council whereas conversion of agricultural land is involved.
