- 占领公共场所，拦截车辆行人或者聚众堵塞交通，严重破坏公共场所秩序、交通秩序的，对集会、游行、示威的负责人和直接责任人员依照刑法第一百五十九条的规定追究刑事责任。 In a case where an assembly, a procession or a demonstration leads to the occupation of public places, the interception of vehicles or pedestrians or the gathering of crowds to block traffic, so that order at public places and traffic order are seriously undermined, the person(s)responsible for the assembly, procession or demonstration and the person(s) who is directly responsible shall be investigated for criminal responsibility in accordance with the provisions of Article 159 of the Criminal Law.
- 包围、冲击国家机关，致使国家机关的公务活动或者国事活动不能正常进行的，对集会、游行、示威的负责人和直接责任人员依照刑法第一百五十八条的规定追究刑事责任。依照刑法第一百五十八条的规定追究刑事责任。 In a case where an assembly, a procession or a demonstration leads to the siege of a state organ or people breaking into it, preventing it from conducting its business or state activities normally, the person(s) responsible for the assembly, procession or demonstration and theperson(s) who is directly responsible shall be investigated for criminal responsibility in accordance with the provisions of Article 158 of the Criminal Law.
- 未依照本法规定申请或者申请未获许可，或者未按照主管机关许可的起止时间、地点、路线进行，又拒不服从解散命令，严重破坏社会秩序的，对集会、游行、示威的负责人和直接责任人员依照刑法第一百五十八条的规定追究刑事责任。 In a case where no application has been made for an assembly, a procession or a demonstration in accordance with the provisions of this Law or no permission has been granted for the application or where it is conducted not in accordance with the starting and finishing time, places and routes permitted by the competent authorities, while the order of dismission is disobeyed andpublic order seriously undermined, the person(s) responsible for the assembly, procession or demonstration and the person(s) who is directly responsible shall be investigated for criminal responsibility in accordance with the provisions of Article 158 of the Criminal Law.

- 根据第九届全国人民代表大会第一次会议审议批准的国务院组成部门设置方案和经国务院第一次全体会议审议通过的国务院直属机构、办事机构、直属事业单位设置方案，现将国务院机构设置通知如下： In accordance with the Restructuring Plan for Component Departments under the State Council adopted through deliberation at the First Session of the Ninth National People’s Congress, and the Restructuring Plan for Organizations Directly under the State Council, Working Organs of the State Council and Institutions directly under the State Council approved through deliberation at the First Plenary Meeting of the State Council, the State Council’s organizational structure is hereby circulated as follows:
- 在少数民族聚居或者多民族共同居住的地区，人民法院应当用当地民族通用的语言、文字进行审理和发布法律文书。 In an area where people of a minority nationality live in concentrated communities or where a number of nationalities live together, the people's courts shall conduct adjudication and issue legal documents in the language or languages commonly used by the local nationalities.
- 被裁决拘留的人或者他的家属能够找到担保人或者按照规定交纳保证金的，在申诉和诉讼期间，原裁决暂缓执行。 ? In case a guarantor can be found or bail has been paid according to regulations by the detainee or his family, the original ruling can be suspended temporarily during the time a petition or suit is taking place.
- 外国人非正常死亡，有关人员或者发现应当立即向公安机关报告。 In case of an unnatural death of an alien, the persons concerned or the discoverer shall promptly report to the public security organ.
- 逾期不纠正的，由国务院机构编制管理机关建议国务院或者国务院有关部门对负有直接责任的主管人员和其他直接责任人员依法给予行政处分： in case of failure to make corrections within the time limit, the State Council or the relevant departments of the State Council may impose administrative sanctions on the person in charge bearing direct responsibility and other persons directly responsible, as suggested by the agency and staffing administration organ of the State Council:
- 可以交由现有机构承担职能的或者由现有机构进行协调可以解决问题的，不另设立议事协调机构。 In case the duties may be allocated to a current agency or a current agency may solve issues through coordination, no establishment of the deliberation and coordination agency shall be allowed.
- 对受委托的组织作出的具体行政行为不服申请的复议，由委托的行政机关的上一级行政机关管辖。 In cases that an application for reconsideration is filed by a person who does not accept a specific administrative act undertaken by an entrusted organization, the case shall be under the jurisdiction of an administrative body at the next higher level over the commissioning administrative body.
- 拒不交纳的，由裁决机关通知其所在单位从本人工资中扣除，或者扣押财物折抵。 In cases the offender denies responsibility, the organs making the ruling shall notify his work unit to deduct the reparations from his salary or retain his property to be converted into payment.
- 外国对中国公民入境、过境有专门规定的，中国政府主管机关可以根据情况采取相应措施。 In cases where another country has special provisions for Chinese citizens entering and transiting that country, the competent authorities of the Chinese Government may adopt reciprocal measures contingent on the circumstances.
- 按法律规定可以当场收缴罚款的，也必须向当事人出具省、自治区、直辖市财政部门统一制发的罚款收据，不得使用其他收据。 In cases where fines may be collected on the spot according to state provisions, invoices for collecting fines which are made uniformly by the financial department of the province, autonomous region or municipality directly under the Central Government must be issued to the party involved and the use of all other invoices shall be prohibited.
- 凡国家规定罚款决定与罚款收缴相分离的，要由当事人持行政处罚决定书到财政部门委托的代收机构缴纳罚款； In cases where penalty decision should be separated from penalty payment as required by state provisions, the party involved must pay fines at the agencies authorized by the financial department by presenting the written decision on administrative penalty.
- 法律、法规规定应当先向行政机关申请复议，对复议不服再向人民法院提起诉讼的，依照法律、法规的规定。 In circumstances where, in accordance with relevant provisions of laws or regulations, a citizen, a legal person or any other organization shall first apply to an administrative organ for reconsideration and then bring a suit before a people's court, if he or it refuses to accept the reconsideration decision, the provisions of the laws or regulations shall apply.
- 在核定预算时，按照“零基预算”的要求，对编制内人员经费要优先予以保证； In determining budgets, under the principle of ""zero base budget"" as required, priority shall be given to appropriations for personnel on the permanent staff;
- 制定统计调查项目计划，必须同时制定相应的统计调查表，报国家统计局或者同级地方人民政府统计机构审查或者备案。 In drawing up a plan for statistical investigation items, it is necessary to draw up simultaneously appropriate statistical investigation forms, which shall be reported to the State Statistics Bureau or a statistics institution of a local people's government at the same level for examination or for the record.
- 少数民族聚居的乡、民族乡、镇的人民代表大会在行使职权的时候，应当采取适合民族特点的具体措施。 In exercising their functions and powers, the people's congresses of townships, nationality townships, and towns in which minority nationalities live in concentrated communities shall adopt specific measures appropriate to the characteristics of the nationalities concerned.
- 人民法院审理民族自治地方的行政案件，并以该民族自治地方的自治条例和单行条例为依据。 In handling administrative cases of a national autonomous area, the people's courts shall also take the regulations on autonomy and separate regulations of the national autonomous area as the criteria.
