The plenary meetings shall be attended by all the members of that people's government. The executive meetings of the people's government of a province, autonomous region, municipality directly under the Central Government, autonomous prefecture, or city divided into districts shall be attended, respectively, by the governor and deputy governors, chairman and vice-chairmen of the autonomous region, mayor and deputy mayors or prefect and deputy prefects, and additionally the secretaries-general. The executive meetings of the people's government of a county, autonomous county, city not divided into districts, or municipal district shall be attended, respectively, by the head and deputy heads of the county, mayor and deputy mayors or head and deputy heads of the district. The governor, chairman of the autonomous region, mayor, prefect, or head of the county or district shall convene and preside over the plenary meetings and executive meetings of the people's government at the corresponding level. Important issues in government work must be discussed and decided at the executive meetings or plenary meetings of the respective government.
- 第六十三条本法第四十六条罚款决定与罚款收缴分离的规定，由国务院制定具体实施办法。 Article 63 Specific measures for implementing the provisions of Article 46 of this Law concerning separation of the organs that make the decision on imposing fines from the organs that collect fines shall be formulated by the State Council.

- 第六十四条被许可人在作出行政许可决定的行政机关管辖区域外违法从事行政许可事项活动的，违法行为发生地的行政机关应当依法将被许可人的违法事实、处理结果抄告作出行政许可决定的行政机关。 Article 64 Where a licensee conducts activities in violation of the matters under the administrative license in a area outside the jurisdiction of the licensing administrative organ, the administrative organ located in the area where the illegal activities are conducted shall send a copy of the illegal facts and punishments to the licensing administrative organ according to law
- 第六十五条 各厅、局、委员会、科分别设厅长、局长、主任、科长，在必要的时候可以设副职。 Article 65 Each department, bureau, commission and section shall have a department director, bureau director, commission chairman and section chief, respectively, and may have deputies to those positions when necessary.

- 第六十六条 公民、法人或者其他组织对具体行政行为在法定期间不提起诉讼又不履行的，行政机关可以申请人民法院强制执行，或者依法强制执行。 Article 66 If a citizen, a legal person or any other organization, during the period prescribed by law, neither brings a suit nor carries out the specific administrative act, the administrative organ may apply to a people's court for compulsory execution, or proceed with compulsory execution according to law.

- 第六十六条被许可人未依法履行开发利用自然资源义务或者未依法履行利用公共资源义务的，行政机关应当责令限期改正；被许可人在规定期限内不改正的，行政机关应当依照有关法律、行政法规的规定予以处理。 Article 66 Where a licensee fails to perform the obligation of exploiting and utilizing of natural resources in accordance with the law, or of utilizing public resources, the administrative organ shall order it to get right within a time limit; where the licensee fails to get right within the time limit, the administrative organ shall punish it in accordance with the relevant laws and administrative regulations
- 第六十七条 公民、法人或者其他组织的合法权益受到行政机关或者行政机关工作人员作出的具体行政行为侵犯造成损害的，有权请求赔偿。 Article 67 A citizen, a legal person or any other organization who suffers damage because of the infringement upon his or its lawful rights and interests by a specific administrative act of an administrative organ or the personnel of an administrative organ, shall have the right to claim compensation.
- 第六十七条取得直接关系公共利益的特定行业的市场准入行政许可的被许可人，应当按照国家规定的服务标准、资费标准和行政机关依法规定的条件，向用户提供安全、方便、稳定和价格合理的服务，并履行普遍服务的义务； Article 67 A licensee, who has acquired the administrative license for the market access to a special trade of direct importance to the public interests, shall provide the users with safe, convenient and stable services at a fair price in accordance with the service and charging standards as provided for by the state and the conditions as specified by the administrative organ in accordance with the law, and shall perform the obligation of offering universal services.
- 第六十七条 省、自治区、直辖市、自治州、县、自治县、市、市辖区的人民政府应当协助设立在本行政区域内不属于自己管理的国家机关、企业、事业单位进行工作，并且监督它们遵守和执行法律和政策。 Article 67 The people's governments of provinces, autonomous regions, municipalities directly under the Central Government, autonomous prefectures, counties, autonomous counties, cities and municipal districts shall assist in the work of the state organs, enterprises and institutions that are located in their respective administrative areas but not under their jurisdiction, and shall supervise them in the observance and implementation of laws and policies.

- 第六十八条 行政机关或者行政机关工作人员作出的具体行政行为侵犯公民、法人或者其他组织的合法权益造成损害的，由该行政机关或者该行政机关工作人员所在的行政机关负责赔偿。 Article 68 If a specific administrative act undertaken by an administrative organ or the personnel of an administrative organ infringes upon the lawful rights and interests of a citizen, a legal person or any other organization and causes damage, the administrative organ or the administrative organ to which the above-mentioned personnel belongs shall be liable for compensation.
