- 第十八条本法第十六条第一款第一项、第二项所称一类、二类动物传染病、寄生虫病的名录和本法第十七条所称植物危险性病、虫、杂草的名录，由国务院农业行政主管部门制定本公布。 Article 18 The catalogues of the Class A and Class B infectious or parasitic diseases of animals specified in Article 16, paragraph 1, Items 1 and 2 of this Law and the catalogues of the diseases, pests or weeds dangerous to plants specified in Article 17 of this Law shall be worked out and announced by the department of agriculture administration under the State Council.
- 第十八条 商检机构根据检验工作的需要，可以向列入《种类表》的出口商品的生产企业派出检验人员，参与监督出口商品出厂前的质量检验工作。 Article 18 The commodity inspection authorities may, when necessary, assign inspection personnel to manufacturers of export commodities which are included in the List of Commodities to take part in supervision over the quality inspection of export commodities before they leave the factory.
- 第十八条 卫生检疫机关根据工作需要，可以设立派出机构。卫生检疫机关的设立、合并或者撤销，由国务院卫生行政部门决定。 Article 18 The health and quarantine organ may set up its agent organ if necessary. The setting up, amalgamation or dissolution of any health and quarantine organ shall be decided by the health administrative department under the State Council.
- 第十八条 国家制定卷烟、雪茄烟的焦油含量级标准。卷烟、雪茄烟应当在包装上标明焦油含量级和“吸烟有害健康”。 Article 18 The State shall lay down the tar content grading standards for cigarettes and cigars. The packages of cigarettes and cigars shall indicate the grade of tar content and that smoking is hazardous to your health.
- 第十九条 禁止在广播电台、电视台、报刊播放、刊登烟草制品广告。 Article 19 Advertising for tobacco products shall be banned on broadcasting stations, television stations, or in newspapers or periodicals.
- 第十九条 国境卫生检疫机关设立国境口岸卫生监督员，执行国境卫生检疫机关交给的任务。 Article 19 Frontier health and quarantine offices shall have frontier port health supervisors, who shall carry out the tasks assigned by the frontier health and quarantine offices.
- 第十九条 生产者不得伪造或者冒用认证标志、名优标志等质量标志。 Article 19 No producer may forge or falsely use another producer authentication marks, famous-and-excellent-product marks or other product quality marks.
- 第十九条输入动植物、动植物产品和其他检疫物，经检疫发现有本法第十八条规定的名录之外，对农、林、牧、渔业有严重危险的其他病虫害的，由口岸动植物检疫机关依照国务院农业行政主管部门的规定，通知货主或者其代理人作除害、退回或者销毁处理。 Article 19 On discovering through quarantine inspection that import animals and plants, their products or other quarantine objects are contaminated with diseases, insect pests or harmful organisms which are not covered by the catalogues specified in Article 18 of this Law but are extremely harmful to agriculture, forestry, animal husbandry and fishery, the port animal and plant quarantine office shall, in accordance with relevant regulations of the department of agriculture administration under the State Council, notify the owner or his or her agent to conduct such treatments as disinfection and disinfestation, returning or destruction.
- 第十九条国务院畜牧兽医行政管理部门统一管理并公布全国动物疫情，也可以根据需要授权省、自治区、直辖市人民政府畜牧兽医行政管理部门公布本行政区域内的动物疫情。 Article 19 The animal husbandry and veterinary administrative department under the State Council shall exercise unified control over and publish animal epidemic information nationwide, or may, when necessary, authorize the animal husbandry and veterinary administrative departments under people’s governments of provinces, autonomous regions and municipalities directly under the Central Government to publish animal epidemic information within their own administrative regions.
- 第十九条 商检机构可以根据国家商检部门同外国有关机构签订的协议或者接受外国有关机构的委托进行进出口商品质量认证工作，准许在认证合格的进出口商品上使用质量认证标志。 Article 19 The commodity inspection authorities may undertake the quality certification of import and export commodities on the basis of agreements signed between the State Administration for Commodity Inspection and the foreign bodies concerned or upon entrustment by the foreign bodies concerned. They may permit the use of quality certification marks on import and export commodities which have been given quality certification.
- 第十九条 本办法由中华人民共和国商务部负责解释。 Article 19 The Ministry of Commerce of the People's Republic of China is responsible for the interpretation of these Measures.
- 第十九条 食品生产经营企业的新建、扩建、改建工程的选址和设计应当符合卫生要求。其设计审查和工程验收必须有卫生行政部门参加。 Article 19 The selection of sites and the designs for construction, extension or renovation projects of enterprises engaged in food production or marketing shall meet hygiene requirements, and the administrative department of public health must participate in the examination of those designs and in the inspection and acceptance of finished projects.
- 第十九条 卫生检疫机关的职责： Article 19 The studies of the health and quarantine organ are as follows:
- 第二条 凡在本市城乡集市从事食品生产、经营的单位和个人，必须遵守本规定。 Article 2 All the units and individual persons who are engaged in food production and trading on the urban and rural fairs in this municipality shall abide by the Present Provisions.
- 第二条进出境的动植物、动植物产品和其他检疫物，装载动植物、动植物产品和其他检疫物的装载容器、包装物，以及来自动植物疫区的运输工具，依照本法规定实施检疫。 Article 2 Animals and plants, their products and other quarantine objects, containers and packaging materials used for carrying animals and plants, their products or other quarantine objects, as well as means of transport from animal or plant epidemic areas shall, on entry or exit, be subject to quarantine inspection in accordance with this Law.
- 第二条 在中华人民共和国境内从事产品生产、销售活动，必须遵守本法。本法所称产品是指经过加工、制作，用于销售的产品。建设工程不适用本法规定。 Article 2 Anyone who conducts activities of production and sale of any product within the territory of the People’s Republic of China must abide by this Law. Product referred to in this law means a product which is processed or manufactured for the purpose of sale. This Law shall not apply to construction projects.
- 第二条 本法所称烟草专卖品是指卷烟、雪茄烟、烟丝、复烤烟叶、烟叶、卷烟纸、滤嘴棒、烟用丝束、烟草专用机械。 Article 2 As used in this Law, ""tobacco monopoly commodities"" refer to cigarettes, cigars, cut tobacco, redried leaf tobacco, leaf tobacco, cigarette paper, filter rods, cigarette tow and cigarette manufacturing equipment.
- 第二条 《国境卫生检疫法》和本细则所称： Article 2 For the purpose of the Frontier Health and Quarantine Law and these Implementation Rules, the definitions of the following terms are:
- 第二条 在中华人民共和国国际通航的港口、机场以及陆地边境和国界江河的口岸（以下简称国境口岸），设立国境卫生检疫机关，依照本法规定实施传染病检疫、监测和卫生监督。 Article 2 Frontier health and quarantine offices shall be set up at international seaports, airports and ports of entry at land frontiers and boundary rivers (hereinafter referred to as ""frontier ports"") of the People's Republic of China. These offices shall carry out the quarantining and monitoring of infectious diseases, and health inspection in accordance with the provisions of this Law.
- 第二条 国务院设立进出口商品检验部门（以下简称国家商检部门），主管全国进出口商品检验工作。 Article 2 The State Council shall establish an Administration for Import and Export Commodity Inspection (hereinafter referred to as the State Administration? for Commodity Inspection), which shall be in charge of the inspection of import and export commodities throughout the country.
- 第二条 国家实行食品卫生监督制度。 Article 2 The State institutes a system of food hygiene supervision.
- 第二条 本办法所称市场，是指从事食品交易活动的批发市场、零售市场（包括集贸市场、超市、百货店、仓储式会员店、便利店、食杂店等）。 Article 2 The term ""markets"" as mentioned herein refers to wholesale markets and retail markets (including fairs, supermarkets, department stores, warehouse-type member shops, convenient stores, grocery stores, etc) that are engaged in food trade activity.
- 第二条 在中华人民共和国境内（以下简称中国境内）从事商业特许经营活动，适用本办法。 Article 2 These Measures apply to commercial franchise activities within the territory of the People's Republic of China (hereinafter referred to as within the territory of China).
