- 卷烟的非代表品、雪茄烟和烟丝的价格由国务院根据烟草专卖行政主管或者由国务院烟草专卖行政主管部门授权省、自治区、直辖市烟草专卖行政主管部门制定，报国务院物价主管部门或者省、自治区、直辖市人民政府物价主管部门备案。 The prices of non-indicator cigarettes, of cigars and cut tobacco shall be fixed by the department of tobacco monopoly administration under the State Council or by the departments of tobacco monopoly administration of the provinces, autonomous regions and municipalities directly under the Central Government, as authorized by the department of tobacco monopoly administration under the State Council, and shall be submitted for the record to the pricing authorities under the State Council or to the pricing authorities under the people's governments of the relevant provinces, autonomous regions and municipalities directly under the Central Government.
- 代表品的价格由国务院物价主管部门会同国务院烟草专卖行政主管部门制定。 The prices of such indicators shall be set by the pricing authorities under the State Council together with the department of tobacco monopoly administration under the State Council.
- 收费办法由国家商检部门会同国务院有关主管部门制定。 The procedures for collecting fees shall be drawn up by the State Administration for Commodity Inspection in conjunction with the competent departments under the State Council.

- 烟叶收购价格由国务院物价主管部门会同国务院烟草专卖主管部门按照公等定价的原则制定。 The purchasing prices of leaf tobacco shall be set, on a grading basis, by the pricing authorities under the State Council in conjunction with the department of tobacco monopoly administration under the State Council.
- 复议机关应当在接到复议申请之日起60日内作出复议决定。 The reconsideration department shall, within 60 days after receiving the application for reconsideration, make a reconsideration decision.
- 复议机关应当在接到复议申请之日起十五日内作出复议决定。当事人对复议决定不服的，可以在接到复议决定之日起十五日内向人民法院起诉。 The reconsideration organ shall, within 15 days from receipt of the application for reconsideration, make a reconsideration decision. If the party concerned is not satisfied with the reconsideration decision, he may, within 15 days from receipt of the reconsideration decision, bring a suit in a People's Court.
- 复议机关应当在接到复议申请之日起六十日内作出复议决定。 The reconsideration organ shall, within 60 days after receipt of the application for reconsideration, make a reconsideration decision.
- 有关证明数据必须纳入商务部数据库统一管理，严禁手工发证。 The related data on such certificates shall be put into the database of the Ministry of Commerce for unified administration. Any examining and approving organ may not issue any certificate by any other means.
- 因产品存在缺陷造成损害要求赔偿的请求权，在造成损害的缺陷产品交付最初用户、消费者满十年丧失；但是，尚未超过明示的安全使用期的除外。 The right to claim for damages arising from defective products shall be forfeited upon completion of ten years from the day when the defective product causing the damage is delivered to the first user or consumer, except that the clearly stated safe-use period has not expired.
- 国家和社会加强吸烟危害健康的宣传教育，禁止或者限制在公共交通工具和公共场所吸烟，劝阴青少年吸烟，禁止中小学生吸烟。 The State and society shall intensify the publicity of and education in the fact that smoking is hazardous to health, forbid or restrict smoking on public traffic vehicles and in public places, dissuade teen-agers and youngsters from smoking, and forbid primary school pupils and middle school students from smoking.
- 国家对严重危害养殖业生产和人体健康的动物疫病实行计划免疫制度，实施强制免疫。 The state practices a system of immunization planning for execution of compulsory immunization against animal epidemics which cause serious damage to the breeding production and human health.
- 国家参照国际先进的产品标准和技术要求，推行产品质量认证制度。企业根据自愿原则可以向国务院产品质量监督管理部门或者国务院产品质量监督管理部门授权的部门认可的认证机构申请产品质量认证。经认证合格的，由认证机构颁发产品质量认证证书，准许企业在产品或者其包装上使用产品质量认证标志。 The State shall practise a product quality authentication system by making reference to the internationally advanced product standards and technical requirements. An enterprise may on voluntary basis apply to the department in charge of supervision and control over product quality under the State Council or to an authentication agency approved by a department authorized by the department in charge of supervision and control over product in quality under the State Council for authentication of product quality. With respect to the enterprise which has passed the authentication, the authentication agency shall issue a product quality authentication certificate and permit it to use the product quality authentication marks on its products or the packages thereof.
- 军队的动物防疫监督机构负责军队现役动物及军队饲养自用动物的防疫工作。 The supervising agencies for animal epidemic prevention in the armed forces shall be responsible for epidemic prevention for active-duty animals in the armed forces and animals raised by the armed forces for their own use.
- 县级以上人民政府所属的动物防疫监督机构实施动物防疫和动物防疫监督。 The supervising agencies for animal epidemic prevention under people’s governments at or above the county level shall execute animal epidemic prevention and supervision on animal epidemic prevention.
- 本办法所称经销商，是指从事食品批发、零售、现场制作销售等活动的组织或个人。 The term ""franchiser"" as mentioned herein refers to organizations and individuals engaging in business of food wholesale, retail and field fabrication sales.
- “固定资产的保险价值是出险时的重置价值”是指人保财产保险基本险条款规定的以重置价值方式确定固定资产的保险价值。 The term that ""the insurance value of fixed assets shall be the replacement value at the time when insurance accident occurs"" means that the insurance value of fixed assets shall be decided in accordance with the replacement value as provided for in the basic insurance clauses of life insurance or property insurance.
- 乡镇人民政府和街道办事处应当协助工商行政管理部门和卫生行政部门实施本规定。 The township (town) people's governments and the sub-district offices shall assist the industrial and commercial administrative departments and the public health administrative departments in implementing the present Provisions.
- 过境动物的饲料受病虫害污染的，作除害、不准过境或者销毁处理。 The transit animals' feeding stuffs that are contaminated with diseases, insect pests or harmful organisms shall be subjected to such treatments as disinfection and disinfestation, denial of transit or destruction.
- 因科研、教学、防疫等特殊需要，运输动物病料的，应当按照国家有关规定运输。 The transportation of animal epidemic materials for special need in scientific research, teaching and epidemic prevention shall conform to the relevant state provisions.
- 船舶在到达时，如果离开黄热病疫区没有满6日，或者没有满30日并且在船上发现埃及伊蚊或者其他黄热病媒介，为染有黄热病嫌疑。 The vessel shall be suspected of having been contaminated with yellow fever if it left the yellow fever prevalent area less than 6 days ago, or less than 30 days whole aedes aegypti or other causitive mosquitoes are found on board.
- 畜、禽的检疫工作由兽医检疫机构负责。 The veterinary quarantine organs are in charge of the quarantine of livestock and poultry.
