- 对食品摊贩和城市集市贸易食品经营者在食品生产经营过程中的卫生要求，由省、自治区、直辖市、农民代表大会常务委员会根据本法作出具体规定。 The hygienic requirements for food production or marketing undertaken by food vendors and persons engaged in the food business in urban and rural markets shall be formulated specifically according to this Law by the standing committees of the people's congresses in the provinces, autonomous regions, or municipalities directly under the Central Government.
- 输入动植物，需隔离检疫的，在口岸动植物检疫机关指定的隔离场所检疫。 The import animals and plants that need to be placed in isolation for quarantine inspection shall be quarantined in an isolation court designated by the port animal and plant quarantine office.
- 进口第一款所列产品，依照国家卫生卫生标准进行检验，尚无国家卫生标准的，进口单位必须提供输出国（地区）卫生部门或者组织出具的卫生评价资料，经口岸进口食品卫生监督机构审查检验并保国务院卫生行政部门批准。 The imports mentioned in the first paragraph shall be subject to inspection in accordance with the national hygiene standards. In the absence of the national hygiene standards for such imports, the importer must provide the hygiene evaluation data prepared by the health authorities or organization of the exporting country (region) to the frontier agencies for hygiene supervision and inspection of imported food for examination and inspection and such data shall also be reported to the administrative department of public health under the State Council for approval.
- 有下列行为的，由工商行政管理部门或者卫生行政部门按照下列规定处罚： The industrial and commercial administrative departments or the public health administrative departments shall punish the following acts according to the following stipulations:
- 工商行政管理人员和食品卫生监督员应当遵纪守法，秉公办事。对玩忽职守、徇私舞弊、滥用职权的，由其所在单位或者上级主管部门给予行政处分；构成犯罪的，依法追究刑事责任。 The industrial and commercial administrative personnel and the food hygiene supervisors shall observe discipline, abide by laws and act with justice. Those who have neglected their duties, act wrongly for selfish ends and abuse their powers shall face administrative punishment imposed by their work units or the higher authorities. Those whose act constitutes a crime shall be prosecuted for their criminal liability.
- 内蒙古保监局： The Insurance Regulatory Bureau of Inner Mongolia:
- 食品包装标识必须清楚，容易辨识。在国内市场销售的食品，必须有中文标识。 The label of the food package must be clearly printed and easy to read. Foods sold on domestic markets must have labels in the Chinese language.
- 动物防疫监督机构应当迅速采取措施，并按照国家有关规定上报。 The latter shall promptly take measures and report the case to the higher authority according to the relevant state provisions.
- 国家商检部门设在各地的进出口商品检验机构（以下简称商检机构）管理所辖地区的进出口商品检验工作。 The local import and export commodity inspection authorities (hereinafter referred to as the commodity inspection authorities) set up by the State Administration for Commodity Inspection shall be responsible for the inspection of import and export commodities within areas under their jurisdiction.
- 受动植物疫情威胁地区的地方人民政府和有关口岸动植物检疫机关，应当立即采取紧急措施，同时向上级人民政府和国家动植物检疫机关报告。 the local peoples' governments in areas threatened by the animal or plant epidemic as well as the port animal and plant quarantine of fices concerned shall immediately take emergency measures, and, at the same time, report to the People's governments at higher levels and the State animal and plant quarantine department.
- 县级以上地方人民政府应当立即组织有关部门和单位采取隔离、扑杀、销毁、消毒、紧急免疫接种等强制性控制、扑灭措施，迅速扑灭疫病，并通报毗邻地区。 The local people’s government at or above the county level shall organize departments and units concerned without delay to take compulsory measures for control and extermination of the animal epidemic such as isolation, massacre, destruction, disinfection and emergency immunization vaccination to exterminate the epidemic disease promptly, and shall inform the neighboring areas of the case.
- 县级以上地方人民政府应当根据需要组织有关部门和单位采取隔离、扑杀、销毁、消毒、紧急免疫接种、限制易感染的动物、动物产品及有关物品出入等控制、扑灭措施。 The local people’s government at or above the county level shall, when necessary, organize departments and units concerned to take control and extermination measures such as isolation, massacre, destruction, disinfection, emergency immunization vaccination and imposition of restrictions upon entering and leaving of the epidemic area by animals, animal products and relevant articles that are susceptible to the epidemic disease.
- 集市举办者应当配备食品卫生检查人员，负责集市中有关证照的查验和上市食品的一般卫生检查以及食品生产经营者个人卫生的管理工作。 The market organizers shall assign food hygiene inspectors to take charge of checking the relevant licenses and permits on the fairs, carrying out general hygiene inspections on the food sold on the fairs and supervising the personal health of the food producers and traders.
- 装载过境动物的运输工具、装载容器、饲料和铺垫材料，必须符合中国动植物检疫的规定。 The means of transport, containers, feeding stuffs and bedding materials for the animals in transit must all conform to China's regulations on animal and plant quarantine.
- 卫生许可证的发放管理办法有省、自治区、直辖市人民政府卫生行政部门制定。 The measures for the issuance and control of hygiene licences shall be worked out by the administrative departments of public health of the people's governments of the provinces, autonomous regions, or municipalities directly under the Central Government.

- 当事人也可以在接到处罚通知之日起十五日内直接向人民法院起诉。 the party may also directly bring a suit in a people's court within 15 days after receipt of the notification of the punishment.

- 当事人对复议决定不服的，可以在接到复议决定之日起15日内向人民法院起诉；复议机关逾期不作出复议决定的，当事人可以在复议期满之日起15日内向人民法院起诉。 The party, if not satisfied with the reconsideration decision, may, within 15 days after receiving the reconsideration decision, bring a suit in a people's court; if the reconsideration department fails to make a reconsideration decision within the time limit, the party may, within 15 days after the expiration of the time limit for reconsideration, bring a suit in a people's court.
- 各级人民政府应当鼓励和支持改进食品加工工艺，促进提高食品卫生质量。 The people's governments at various levels shall encourage and support efforts to improve food processing technology so as to promote the improvement of hygienic quality of food.
- 省、自治区、直辖市人民政府规定本行政区域内实行定点屠宰、集中检疫的动物种类和区域范围； The people’s governments of provinces, autonomous regions and municipalities directly under the Central Government shall set categories of livestock and scopes of regions within their respective administrative regions to practice slaughter at designated points and centralized quarantine.
- 船舶领到卫生检疫机关签发的入境检疫证后，可以降下检疫信号。 the Permit and measures shall be taken accordingly; if the vessel is contaminated or is suspected to be contaminated with a quarantine disease, the harbour superintendency administration shall be informed and a sanitization notice shall be given to the vessel. The navigation pilot and those persons approved by the health and quarantine organ are required to undergo sanitization together with crew members and passengers. The Entry Quarantine Permit shall be issued to the vessel only after the necessary sanitization is completed. Having received the Entry Quarantine Permit issued by the health and quarantine organ, the quarantine flag and light signal(s) may be lowered.
- 对负有直接责任的主管人员和其他直接责任人员，依法给予行政处分。 The person in charge directly responsible and other persons directly responsible shall be imposed administrative sanctions according to law.
- 受就地诊验的人员应当携带就地诊验记录簿，按照卫生检疫机关指定的期间、地点，接受医学检查：如果就地诊验的结果没有染疫，就地诊验期满的时候，受就地诊验的人员应当将就地诊验记录簿退还卫生检疫机关。 The person subject to on-site clinical check-up must take the casebook along to have his medical examination at the designated place and during a specific period of time. If the check-up proved that he is free from contamination, he can return the casebook to the health and quarantine organ when the detention period for clinical check-up is over.
