The trade union in the enterprise shall represent and safeguard the interests of the staff and workers and conduct its work independently according to law. The trade union in the enterprise shall organize the staff and workers for participation in democratic management and democratic supervision.
- 第十一条 用户在接入单位办理入网手续时， 应当填写用户备案表。备案表由公安部监制。 Article 11.The network user should fill out a user application form when applying for network services. The format of this application form is determined by Public Security.
- 第十二条 制造、修理计量器具的企业、事业单位，必须具备与所制造、修理的计量器具相适应的设施、人员和检定仪器设备，经县级以上人民政府计量行政部门考核合格，取得《制造计量器具许可证》或者《修理计量器具许可证》。 Article 12 An enterprise or institution which is to engage in manufacturing or repairing measuring instruments must have facilities,personnel and verification appliances appropriate to the measuring instruments it is to manufacture or repair and,after being checked and considered as qualified by the metrological administrative department of the people's government at or above the county level,obtain a Lincence for Manufacturing Measuring Instruments or a Liense for Repairing Measuring Instruments.
- 第十二条 个人、法人和其他组织用户使用的计算机或者计算机信息网络必须通过接入网络进行国际联网，不得以其他方式进行国际联网。 Article 12 Computers or computer information networks of individuals, legal persons and other institutional subscribers must be connected with international networks through access networks. International networking conducted in other ways is prohibited.
- 第十二条 歌舞厅、影剧院、宾馆、饭店、商场、集贸市场等公众聚集的场所，在使用或者开业前，应当向当地公安消防机构申报，经消防安全检查合格后，方可使用或者开业。 Article 12 Song and dance hall, cinema, hotel, restaurant, commercial center and market fair where the public gather, before putting into use or starting business, shall be reported to local public security fire control institutions and can only be put into use or start business after passing the acceptance check on fire control safety.

- 第十二条国家和省级《禁止化学武器公约》事务主管部门将对取得生产特别许可证书的单位和个人，定期或不定期组织复查或抽查。 ARTICLE 12 The national and provincial CWC affairs authorities shall periodically or otherwise conduct re-examinations or spot checks on work units and individuals that have obtained the SPLs.
- 第十二条 制定标准应当发挥行业协会、科学研究机构和学术团体的作用。 Article 12 The roles of trade associations,scientific research institutions and academic organizations shall be brought into play in the formulation of standards.
- 第十二条 国家建立和发展技术市场，推动科学技术成果的商品化。技术贸易活动应当遵循自愿平等、互利有偿和诚实信用的原则。 Article 12 The State shall establish and develop technology market to promote the commercialization of scientific and technological achievements, Technology trading activities shall be conducted in accordance with the principles of free will, equality, mutual benefit, transaction no gratis, honesty and credibility.
- 第十三条 标准实施后，制定标准的部门应当根据科学技术的发展和经济建设的需要适时进行复审，以确认现行标准继续有效或者予以修订、废止。 Article 13 After the standards come into force,the department that formulated them shall,in the light of scientific and technological developments and the needs in economic construction,make timely reviews of the current standards to determine if they are to remain effective or are to be revised or annulled.
- 第十三条 鼓励设立各类技术交易服务机构。设立各类技术交易服务机构，实行许可证制度。 Article 13 Encouragement shall be given to the establishment of various technology trading service agencies. A permit system shall be practiced for the establishment of various technology trading service agencies.
- 第十三条 举办大型集会、焰火晚会、灯会等群众性活动，具有火灾危险的，主办单位应当制定灭火和应急疏散预案，落实消防安全措施，并向公安消防机构申报，经公安消防机构对活动现场进行消防安全检查合格后，方可举办。 Article 13 For mass activities with fire danger, such as large gatherings, fireworks evening party and lantern party, the host unit shall formulate preproposal on fire fighting and emergency evacuation and put into effect relevant fire control security measures, and report to public security fire control institutions which will conduct fire control security check. The activities can only be held when qualification check is granted.
- 第十三条已取得生产特别许可证书的单位和个人，有下列情况之一的，要收回或取消其生产特别许可证书： ARTICLE 13 SPLs issued to work units and individuals shall be returned or revoked if one of the following is found:

- 第十三条 国家依靠科学技术进步，推动经济建设和社会发展，控制人口增长，提高人口素质，合理开发和利用资源，防御自然灾害，保护生活环境和生态环境。 Article 13 The State shall rely on scientific and technological progress to advance economic construction and social development, control population growth, enhance population quality, rationally develop and utilize resources, defense against natural calamities, and protect living conditions and ecological environment.
- 第十三条 制造计量器具的企业、事业单位生产本单位未生产过的计量器具新产品，必须经省级以上人民政府计量行政部门对其样品的计量性能考核合格，方可投入生产。 Article 13 When an enterprise or institution manufacturing measuring instruments undertakes to manufacture new types of measuring instruments which it has not previously manufactured,such measuring instruments may be put into production only after the metrological performance of the sample products has been checked and found to be qualified by the metrological administrative department of a people's government at or above the provincial level.
- 第十三条 用户向接入单位申请国际联网时，应当提供有效身份证明或者其他证明文件，并填写用户登记表。 Article 13 When applying to access units for international networking, subscribers shall submit valid identification papers and other supporting documents and fill in subscribers' registration forms.
- 第十三条 施工招标可采用下列方式： Article 13. Bidding for construction may adopt the following methods:
- 第十三条 企业贯彻按劳分配原则。在法律规定的范围内，企业可以采取其他分配方式。 Article 13. The enterprise shall implement the principle of distribution according to work. It may also adopt other forms of distribution within the scope prescribed by law.
- 第十三条 使用公用帐号的注册者应当加强对公用帐号的管理，建立帐号使用登记制度。用户帐号不得转借、转让。 Article 13.People who register public accounts should strengthen their management of the account and establish an account registration system. Accounts may not be lent or transferred.
