- （一）公共利益需要； (1) for the need of public interest; or
- 研制新兽药，应当进行安全性评价。从事兽药安全性评价的单位，应当经国务院兽医行政管理部门认定，并遵守兽药非临床研究质量管理规范和兽药临床试验质量管理规范。 For research and development of a new veterinary drug, safety evaluation shall be conducted. Any institution to be engaged in safety evaluation of veterinary drugs shall be subject to accreditation by the administrative department for veterinary medicine of the State Council, and shall comply with the Good Laboratory Practice for Non-clinical Laboratory Studies and the Good Clinical Practice in respect of veterinary drugs.
