Large-size state-owned mining enterprises are particularly encouraged to take part in this program. Relevant issues concerning pilot enterprise application are notified as follows:

- 全国地震监测台网，由国家地震监测基本台网、省级地震监测台网和市、县地震监测台网组成，其建设所需投资，按照事权和财权相统一的原则， The national earthquake monitoring network is composed of the primary national earthquake monitoring stations and the earthquake monitoring stations at the provincial, municipal and county levels, and the investment needed for its building shall be borne by the central and local governments according to the principle of unified administrative and financial powers.
- 本法所称专属经济区的自然资源，包括生物资源和非生物资源。 The natural resources in the exclusive economic zone referred to in this Law consist of living and non-living resources.
- 本法所称大陆架的自然资源，包括海床和底土的矿物和其他非生物资源，以及属于定居种的生物，即在可捕捞阶段在海床上或者海床上不能移动或者其躯体须与海床或者底土保持接触才能移动的生物。 The natural resources of the continental shelf referred to in this Law consist of the mineral and other non-living resources of the sea-bed and subsoil, and the living organisms that belong to sedentary species-- organisms which, at the harvestable stage, either are immobile on or under the sea-bed or are unable to move except in constant physical contact with the sea-bed or the subsoil.
- 责令停业、关闭，由县级以上人民政府按照国务院规定的权限决定。 The order for suspension of operation or shut-down shall be issued by the people's government at or above the county level according to the limits of authority prescribed by the State Council.
- 责令企业事业单位停业或者关闭，由作出限期治理决定的地方人民政府决定； The order for suspension of operation or shutdown of an enterprise or institution shall be issued by the local people's government which sets the time limit for elimination of the pollution;
- 责令中央直接管辖的企业事业单位停业或者关闭的，须报经国务院批准。 The order for suspension of operation or shutdown of an enterprise or institution under direct jurisdiction of the Central Government shall be submitted to the State Council for approval.
- 当事人也可以直接向人民法院起诉。 The party may also bring a suit before the people's court directly.
- 当事人也可以直接向人民法院起诉。 The party may also bring a suit to a People's Court directly.
- 如当事人也可以在接到处罚通知之日起十五日内直接向人民法院起诉。 The party may also directly bring a suit in a people's court withinl5 days after the receipt of the said notice.
- 当事人也可以在接到处罚通知之日起十五日内，直接向法院起诉。 The party may also directly institute legal proceedings in the court within 15 days of receiving the notification on the sanction.
- 当事人也可以在接到处罚通知之日起十五日内，直接向人民法院起诉。 The party may also directly institute legal proceedings in the people's court within fifteen days of receiving the notification on the penalty.
- 前款规定的罚款由环境保护行政主管部门决定。 The penalty stipulated in the preceding paragraph shall be decided by the competent administrative department of environmental protection.
- 县、自治县、不设区的市、市辖区人民武装部（以下统称县人民武装部）负责本行政区域预备役军官的具体管理工作。 The people's armed forces departments of the counties, autonomous counties, cities not divided into districts, and municipal districts (hereinafter generally referred to as the people's armed forces departments at the county level) shall be in charge of the specific administration of reserve officers in their respective administrative regions.
