ÒÒÀഫȾ²¡ÊÇÖ¸£º²¡¶¾ÐÔ¸ÎÑס¢Ï¸¾úÐԺͰ¢Ã×°ÍÐÔÁ¡¼²¡¢É˺®ºÍ¸±É˺®¡¢°¬×̲¡¡¢Áܲ¡¡¢Ã·¶¾¡¢¼¹Ëè»ÒÖÊÑס¢ÂéÕî¡¢°ÙÈÕ¿È¡¢°×ºí¡¢Á÷ÐÐÐÔÄÔ¼¹ËèĤÑס¢ÐɺìÈÈ¡¢Á÷ÐÐÐÔ³öѪÈÈ¡¢¿ñÈ®²¡¡¢¹³¶ËÂÝÐýÌ岡¡¢²¼Â³ÊϾú²¡¡¢Ì¿¾Ò¡¢Á÷ÐÐÐԺ͵ط½ÐÔ°ßÕîÉ˺®¡¢Á÷ÐÐÐÔÒÒÐÍÄÔÑס¢ºÚÈȲ¡¡¢Å±¼²¡¢µÇ¸ïÈÈ¡£    B Class infectious diseases shall include viral hepatitis, bacillary and amebic dysentery, typhoid and paratyphoid, AIDS, gonorrhea, syphilis, poliomyelitis, measles, pertussis, diphtheria, epidemic cerebrospinal meningitis, scarlet fever, epidemic hemorrhagic fever, rabies, leptospirosis, brucellosis, anthrax, epidemic and endemic typhus, epidemic encephalitis B, kala-azar, malaria, and dengue fever.
Ò½ÁÆ»ú¹¹´ÓÊÂÒ½ÁÆÖ´Òµ»î¶¯Ç°£¬Ó¦µ±ÏòÔ­ÉèÖÃÉóÅúµÄÎÀÉúÐÐÕþ²¿ÃÅÉêÇë°ìÀíÖ´ÒµµÇ¼ÇÊÖÐø£¬ÁìÈ¡¡¶Ò½ÁÆ»ú¹¹Ö´ÒµÐí¿ÉÖ¤¡·¡£    Before being engaged in medical practising activities, a medical institution shall apply to the original Public Health Administrative Department which has examined and approved the establishment of the medical institution for the practice registration, and obtain the ""Practice License of Medical Institution"".
Çø¡¢ÏØÎÀÉúÐÐÕþ²¿ÃÅÔں˷¢¡¶ÉèÖÃÒ½ÁÆ»ú¹¹Åú×¼Ê顷֮ǰ£¬Ó¦µ±¸æÖªÉèÖÃÉêÇëÈËÏòÊÐÎÀÉúÐÐÕþ²¿ÃÅÉêÇë°ìÀíÒ½ÁÆ»ú¹¹Ãû³ÆºË×¼ÊÖÐø£¬ÊÐÎÀÉúÐÐÕþ²¿ÃÅÓ¦µ±×ÔÊÕµ½ºË×¼Ãû³ÆµÄÊéÃæÉêÇëÖ®ÈÕÆð10ÈÕÄÚ×÷³öÊéÃæ´ð¸´¡£ºË×¼Ãû³ÆÆڼ䣬ÉèÖÃÉóÅú³ÌÐòÖÐÖ¹¡£    Before examining and issuing the Approval Certificate for the Establishment of Medical Institution, the District or County Public Health Administrative Department shall inform the applicant of going through the formalities for the Name Ratification of the medical institution with the Municipal Public Health Administrative Department; and the Municipal Public Health Administrative Department shall reply in writing within 10 days after receiving the written application for the Name Ratification. During the Name Ratification period, the procedure of examination and approval of the establishment shall be suspended.
Ò½ÁÆ»ú¹¹Ö´ÒµµÇ¼ÇÇ°£¬Æä¾­ºË×¼µÄÀà±ð¡¢´²Î»¡¢µØµã¡¢ÉèÖÃÉêÇëÈË·¢Éú±ä¸üµÄ£¬Ó¦µ±ÖØÐÂÉêÇë°ìÀíÉèÖÃÉóÅúÊÖÐø¡£    Before the registration of practice of a medical institution, if the ratified classification, number of sickbeds, address, or the establishment applicant is changed, the institution shall reª²apply for the establishment examination and approval.
Ò½ÁÆ»ú¹¹Ö´ÒµµÇ¼ÇÇ°£¬Æä¾­ºË×¼µÄÃû³Æ¡¢ÕïÁÆ¿ÆÄ¿·¢Éú±ä¸üµÄ£¬Ó¦µ±ÉêÇë°ìÀí±ä¸üÉóÅúÊÖÐø¡£    Before the registration of practice of a medical institution, if the ratified name or medical subjects of diagnosis and treatment are changed, the institution shall apply for examination and approval for the change.

Ѫվ¡¢Ò½ÁÆ»ú¹¹²»µÃ½«ÎÞ³¥Ï×ѪµÄѪҺ³öÊÛ¸øµ¥²ÉѪ½¬Õ¾»òÕßѪҺÖÆÆ·Éú²úµ¥Î»¡£    Blood stations and medical institutions must not sell the blood donated without compensation to stations of sole collection of plasma or production units of blood products.
Ѫվ¶Ô²É¼¯µÄѪҺ±ØÐë½øÐмì²â£»    Blood stations must conduct inspection and testing over the blood collected;
ÉíÌå×´¿ö²»·ûºÏÏ×ѪÌõ¼þµÄ£¬ÑªÕ¾Ó¦µ±ÏòÆä˵Ã÷Çé¿ö£¬²»µÃ²É¼¯ÑªÒº¡£    Blood stations shall explain the situation to those citizens whose health conditions do not conform to the qualifications for blood donation and must not collect blood from them.
ѪվӦµ±¸ù¾Ý¹úÎñÔºÎÀÉúÐÐÕþ²¿ÃÅÖƶ¨µÄ±ê×¼£¬±£Ö¤ÑªÒºÖÊÁ¿¡£    Blood stations shall, in accordance with the standards formulated by the department of public health under the State Council, guarantee the quality of blood.
ѪվӦµ±ÎªÏ×ѪÕßÌṩ¸÷ÖÖ°²È«¡¢ÎÀÉú¡¢±ãÀûµÄÌõ¼þ¡£    Blood stations should provide safe, hygienic and convenient conditions for the blood donors.
δ¾­¼ì²â»òÕß¼ì²â²»ºÏ¸ñµÄѪҺ£¬²»µÃÏòÒ½ÁÆ»ú¹¹Ìṩ¡£    blood without undergoing inspection and testing or failing to pass inspection and testing must not be provided to medical institutions.
¶Ô¿ÉÄÜÔÚתÕï;ÖÐËÀÍöµÄ²¡ÈË£¬²»µÃתÕï¡£    But no such transfer shall be made, if the patient may die on the way.
¾­Ê¡¡¢×ÔÖÎÇø¡¢Ö±Ï½ÊÐÕþ¸®¾ö¶¨£¬¿ÉÒÔ¶Ô¼×ÀഫȾ²¡ÒßÇøʵʩ·âËø£»·âËø´ó¡¢ÖгÇÊеÄÒßÇø»òÕß¿çÊ¡¡¢×ÔÖÎÇø¡¢Ö±Ï½ÊеÄÒßÇø£¬ÒÔ¼°·âËøÒßÇøµ¼ÖÂÖжϸÉÏß½»Í¨»òÕß·âËø¹ú¾³µÄ£¬ÓɹúÎñÔº¾ö¶¨¡£    By decision of the government of a province, an autonomous region or a municipality directly under the Central Government, an epidemic area of an A Class infectious disease may be blockaded; the blockade of an epidemic area in a large or medium-sized municipality or an epidemic area that cuts across provinces, autonomous regions and municipalities directly under the Central Government as well as the blockade of an epidemic area leading to the interruption of traffic along a main line of communication or to the blockade of frontiers shall be decided by the State Council.
